Abstract

The article is devoted to the development of the methodology necessary for monitoring the progress and effectiveness of the implementation of plans for town development strategies in the context of the urgent need to overcome their socio-economic lag behind the average level. Using the methods of scientific abstraction, operationalization, and compositional analysis, we have formed a system of indicators for assessing the target and inertial scenarios for the development of towns and determined their relationships with each other. The proposed comprehensive multi-criteria methodology links the problems of town development to the metrics of achieving planned scenarios within the framework of territorial strategies and provides for obtaining and processing empirical material on the parameters of the municipal socio-economic system, phenomena, and the change trends. Interpretation of the assessment results localizes and synchronizes the values ​​of the main indicators of small town development scenarios, which are subject to correlation with threshold (criteria) levels.
