Strategic Directions of Spatial Development of the Arctic Territories

Abstract

This article discusses the problems of socio-economic development of the Arctic territories of the country. Russia's considerable territorial potential is not being used effectively enough, therefore, in the context of geopolitical and macroeconomic transformations, it is necessary to search for effective tools and mechanisms that contribute to the inclusion of regions with a difficult socio-economic situation in the country's economic system. The research is based on the concepts of spatial development and state management of this process at the level of administrative entities. In the course of the analysis, it was determined that the territorial development of the Arctic regions is negatively affected by factors such as the low level of infrastructure development, insufficiently developed transport hubs, geographical location and harsh climatic features. In this provision, the priority direction is the implementation of the Strategy of Territorial Development of the Arctic zone within the framework of modernization of logistics and transport system. It is proved that the most effective forms of territorial organizational and economic management, within the framework of an integrated approach to the development of Arctic zones, is the formation of cluster organizations and territories of advanced socio-economic development, attractive to investors. Cluster policy for the territories under consideration should be implemented on the basis of comprehensive program-targeted and innovative indicative planning. The experience of state regulation of spatial and territorial development in Russia is successful on a project basis, with developed instrumental support for the implementation of tactical and strategic tasks, an effective system of control and stimulation of attracting business entities. The practical significance of the study lies in the possibility of adapting the positive results of network and cluster integration for the regions of the country with difficult natural and climatic conditions, the formation of opportunities for growth as an independent element of the country's economic system. The scientific novelty of the results lies in the application of market technologies and tools in solving socio-economic problems of territorial development, which is of considerable scientific, theoretical and practical interest.
